Changing the clocks on breakfast news

As happens every year they had a little piece about how not changing the clocks would save millions of lives [1] and they had a woman from Brake , the road safety people. When it was suggested that if children wore reflective clothing this would help , she just started trotting out the usual line about "hit a child at 20mph and 90% will survive" , but then went on to say "hit them any faster and 90% will die"! Really? 21mph can make *that* much difference? I find it difficult to take them seriously when they can't even get their own statistics right.
