Changed number, is MAC still needed for Broadband.

Background (BT line rental):
A friend had broadband on phone number 'x', at his father's house. When
his father died the executors (very thoughtfully - NOT!) cut off his
phone service so he just got a dial tone and the b
roadband didn't work.
Now he's got the phone back on, after a break of over a month, but with a
different number 'y' but the broadband is not operative.
Questions:
My friend wants to ditch his old broadband provider that was on number
'x' and go for a new one on number 'y'. Does he still need a MAC code as
the number is now changed to 'y'? Is this regarded as a new connection
now the phone number has changed? Does this raise any complications re
charges from his current broadband company?
