What are 00-800 numbers?

The helpline number for a company I wish to contact starts with 00-800 and
has "UK only" in brackets after it.

Is this a free number - or is this a non-free international call to some
country or other? [The nearest I can find in my (rather elderly) Phone Book
Companion is 00-809 - which gets you to St Vincent and the Grenadines!]
