They are not given the opportunity.

Many research scientists are also university teachers and though some
university teachers are bad at it, many are not.  Unfortunately because
of the dumbing down of school work and the failure of the popular media
to portray science sensibly, the public at large--as opposed to
university students--get little chance to be brought to an understanding
of science.

We eductated  (:-) laymen have to do the best we can.
