Start a new North-South HSL in the middle?

It is accepted that HS2's proposal or any other North-South high-speed
railway proposal cannot pay its way while only a London - Birmingham
link has been built AND that the London - Birmingham link will be the
most expensive part of whole North-South route. So then, the answer is
to build the cheap bits first, the Ringby loop (Birmingham, Stoke,
Manchester, Leeds, Sheffield, Nottingham, Leicester, Coventry,
Birmingham), offshoots off it to Scotland, Liverpool and Hull.

THEN the expensive London - Birmingham link can be built. This would
be the normal financier/business way of doing it.
