Manchester-Scotland to be operated with 3+2 seated commuter EMUs!

Reading Modern Railways last night, I noted that post electrification there is a plan to split off the Manchester-Scotland services as a microfranchise (why not just give them to ScotRail?) However, this franchise is to get as their stock a follow-on order for 350s added to LM's latest order - and these are to be to commuter spec - i.e. (presumably) 3+2 seating! Is this true, and if so wouldn't it make more sense to specify the 350/1 2+2 layout for these services instead?
