Could level crossings be allowed on a 140 mph route?

It is well know that HMRI (as it then was) did not allow 140 mph
running on the Peterborough - Doncaster section without in-cab
signalling. But is that the ONLY objection to 140 mph running on that
section? What makes me suck in my breath even more is the number of
level crossings. Others might not feel as I do, but what might go
wrong on a level crossing is out of the railway's control. Was this
ALSO a factor in HMRI's refusal?

There are quite a lot of level crossings along this section. A few of
them could be removed without replacement because the alternative road
route is not very much longer, but most would have to be replaced by a
bridge. That might not cost billions, but it would cost millions.

(Such speeds would also put the section out of use for local and goods
traffic)

And surely level crossings would be quite out of the question for 190
mph?
