Probably because of a commercial agreement between DB and Eurostar,
which leaves the market of London outgoing travellers to Eurostar,
providing special tariffs only for people starting in German (and
possibly returning there).

Thalys does Paris - Brussels - Cologne, the ICE to Frankfurt -
Cologne - (Brussels | Amsterdam). They complement each other on the
common stretch between Brussels and Cologne. The tree ICEs Frankfurt -
Cologne - Brussels operate in longer breaks between Thalys trains.

The competition is concerning the tickets, where DB's "London
Special" aims to get passengers to their own train. The rail is turned
more and more into a competitive situation, isn't it?
