That is down to low maintenance standards.
DB in Germany shuts diesel engines down for even 5 min stops in many
locations, and they are always shut down in terminal points. They have
always doen this in the 20 years I've been going there and I have no
reason to beleive they have ever done anything different.
BR also used to shut down diesel locos at terminal stations even in
ETH days - and no they did not routinely connect ETH stock to shore
lines for trains turning round - only for extended berthing.
