First Capital Connect Discounted Fares Unavailable from other TOCs

FCC have recently widely advertised that they are offering discounted fares compared to other TOCs on shared routes. Typically there is the East Croydon (or boundary zone 6) to / from Brighton at £8.25 for senior railcard day return. HOWEVER this is unavailable from SWT ticket offices and Southern ticket offices. All they offer is the full Southern fare at £9.30. Why so? However the cheaper FCC fare *is* available from *machines* at East Croydon (if you spend time surfing the various options). Whenever I've tried to purchase said FCC fare at SWT and Southern ticket offices I've been told by the clerks that the fare is not listed and therefore is not available. Even when I've shown previous FCC tickets they've denied their existence!!! AND at Farringdon the fare is not available either despite it being a FCC station. T4L add on a 'facilitation fee' making the fare £8.90'ish. Since FCC is widely advertising its discounted fare it might also be expected that other TOCs offer the fares when requested. However either the clerks are too bloody lazy to look for them or the TOCs have a policy of not offering FCC fares. Charging the higher fares by default is not acceptable.
