Which is why when I ask for 'a cup of tea' at a station coffee bar and get asked if I want 'a large tea' I usually ask how many teabags I get in the large one vis-a-vis the small/regular one for the extra 40p or so. They want me to pay 40p for 100ml of hot water, basically - and in effect weaker tea.
