The first rule is to check pipes and cocks (actually, on some locos, for example Class 31, it's worth checking that another controller isn't unlocked, as that gives low Regulating Air due to leakage in the controller valve. Conversely, it doesn't matter if controllers are unlocked on EE locos), but that is for a cock venting to atmosphere. I'll reiterate: Blue Star will work, with each loco supplying it's own Regulating Air, without the RAP coupled.
