They did have an empty boiler compartment at their disposal.

The Regulating Air Pipe isn't actually crucial to Blue Star working.
It's purpose is to equalise the pressure on the two locos (each locos
governor still passes air).  If you have two well-maintained locos, so
the pressure can be relied upon to be similar within fairly reasonable
limits, the jumper cable alone will suffice.
