Because each loco still provides it's own Regulating Air, with the
systems on the two locos equalised via the white pipe.  Which locos
does your manual refer to, by the way?  I ask because, while all Blue
Star locos are - obviously - compatible - there are significant
differences in how things happen (notably, for example, between EE
locos and others).
