Oh, I don't know. He showed up Len's total lack of knowledge of the
Communications Act 2003.

That's the one that mandates Ofcom to hold consultations when
proposing changes.

Len thought (hoped?) there wouldn't be any more, after the RSGB got
rubbished by members and non-members alike.
