I'm saying that:

a) Yemeni Airlines will probably have a worse maintenance record than
we're used to.

b) The strength of the winds there, as reported, are worse than the
strongest wind than is even available to land in in a simulator.

and I'm adding:

c) I'm sure there was another crash at this airport in bad weather
previously as well.

You'd struggle to land any large airliner safely in a 38 knot crosswind.
