new Constitution for Brittain

I've made up a new Constitution:

It has 9 chapters and totals 239 laws (most quite short.)
It is in English. It has a new economic system, and a new
state system as well.

Would you be so kind as to implement it, so that we in
Holland here can see how it goes, and if it goes allright
we try it as well while taking advantage of your comments ?
