How do other countries protect their kids from abuse?

A lot of justified criticism is being levelled a the UK system of
child protection and the lack of common sense it involves.  For
example, we have a situation where a boy's father is not allowed to
offer a lift to his son's mate home from a club but it is OK for the
mate to walk the two miles home alone in the pouring rain (today's
Sunday Times).

Other countries must have the same problem of child abuse as the UK
and I wonder how they handle it.  Our measures to safeguard people
under 18 seems ridiculous.

Is there a case for changing the law so that childhood stops at 16 and
people between 16 and 18 are in a different category such as "young
person" and, as such, have a different legal status?  Seventeen year
olds have very little in common with twelve year olds yet the law
lumps them together as "children".
