Care provision query

Situation: elderly retired couple living in council house. One is disabled and requires care 24/7. The other is taken into hospital for an extended period after an accident. Assuming no relative or friend is in a position to take over and act as carer, and there's no money to fund a private care place, what's supposed to happen to the disabled person?
