Pre budget report - CGT

The Times and Sunday Times suggest that CGT will increase from 18 to
25%.
The Pre Budget Report is apparantly early December.
If they are correct on CGT, when is it likely to take effect as it
might affect the timing of a share sale I wish to make ?
I'd like to sell a winner ideally in January 2010. So If the PBR
measures don't happen until April 2010, that works for me.
