skype "server" ?

Not really homebuilt, but I hope h/w hacking/tinkering covers it <g>. Trying to think through the setup of an old laptop to use really just for skype - idea is to maybe get a USB-connected cordless skype phone thats always available and have it behave much like an extra phone line (this is for gf on the other side of the planet btw). Requirement is for a PC to sit there running win2k/XP, on the LAN/router, be small/unobtrusive and quiet, and consume little power. She has an old Dell CPx laptop that I took down there :-) .. but its quite noisy (not sure if its CPU fan or HDD - probably both). Its a PIII 650 with speedstep. Do you think its viable - if the CPU is dumbed down as much as poss with the speedstep BIOS settings - to get away with disconnecting the fan ? The machine is not as cramped/squashed in as some .... _maybe_ internal airflow would cool it enough ?
